## Agent notes

- Replace `SEEDS`, `VERSION_ORDER` and `BASELINE_VERSIONS` in data.ts; `FAILURE_SCRIPTS` makes 2 releases fail on purpose when New deploy ships them
- `createDeploy` only adds a local record that the `tick` clock advances, plus a `toast`; call your deploy API there
- `deployReducer` handles only `tick` and `create`, so a gated run waits at Promote for good; add a promote action and a control for it
