## Agent notes

- Replace `RAW_JOBS` in data.ts; `scheduledRun` fakes each duration from `baseDurationSec` and `timeoutMin`, so feed real `durationSec` per run
- `FLEET` is built once at module load from the fixed `REFERENCE_MS`, and the change against the prior 24h reads `priorSec` from the same seed
- `TIMEZONE_OFFSET_MIN` uses fixed summer offsets for New York and Dublin, so those jobs fall an hour off after a DST change
