## Best for

A row of 3 capacity meters in one panel, each value over its total above 40 bars lit to a hand set count, with an actions button

## Agent notes

- `filled` is a hand typed count out of `SEGMENT_COUNT`, not computed from `value` and `total`, so the sample 83 of 691 lights 32 of 40 bars
- Replace `operationalMetrics` in data.tsx; `value` and `total` are preformatted strings, and each `chartConfig` sets the lit bar color under `used`
- Each metric's actions `Button` has an aria-label but no onClick handler and opens no menu
